Sugar Charm Donuts, on Boulevard Los Yoses Sur, has Wi-Fi and outdoor tables; when it opened in 2019, La República reported that it brewed cold brew and nitro cold brew to go with donuts made by hand each morning.4

Public Wi-Fi in parks

Free Wi-Fi in parks came through Espacios Públicos Conectados, a US$61 million program funded by Fonatel, the national telecom fund.5 Its first 23 access points opened on 3 April 2019 in the plaza of Pavas, in western San José, out of 515 planned sites, among them 419 parks and plazas, 28 train stations and 61 public libraries.5

The program reached its national target in 2020, and Sutel counted about 254,509 users of the service in San José and Montes de Oca.6 In those two cantons its three-year agreement had expired by March 2023, leaving the municipalities to decide whether to keep the service running, so a café is the surer connection.6

Working remotely from San José

Costa Rica's Ley 10008 created a visa for remote workers and international service providers, and its regulation was signed in July 2022.7 Applicants need a foreign income of US$3,000 a month, or US$4,000 for a family, and receive one year, extendable once if they spent at least 180 days in the country.7 Holders pay no Costa Rican income tax on those earnings and no import duties on basic work equipment.7

Some cafés sell day packages to them: Café Otoya, in Barrio Otoya, offers remote workers meals, drink refills, Wi-Fi and space to work for a single price.8
