Fixed internet in Cartagena has tested well. In December 2023, the quality-of-experience index of the CRC, Colombia's communications regulator, which combines speed, latency and jitter, put Cartagena alongside Villavicencio and Bogotá at the top of the municipalities it measured.1 Nationally, the median fixed download speed had reached 207.7 Mbps by December 2025, with uploads at 94.5 Mbps.2

Most of the Wi-Fi cafés are inside the walls, from La Brioche and Café de la mañana in the northern streets of the Centro to El Barón on the Plaza de San Pedro Claver. Getsemaní adds Libertario Coffee, Caffe Lunático and Gato Negro. Their hours differ widely: one opens at 07:00, another starts service at 16:00 on weekdays and runs until midnight.

Local tip: Before booking a video call from an apartment outside the center, check Afinia's scheduled cuts on its website or the Afiniapp app.7

Where these cafés are: Ciudad Amurallada (7), Getsemaní (3).

Daytime Wi-Fi in the walled city

La Brioche opens every day at 07:00. Its 2026 menu runs from an espresso or americano at COP 11,000 to a chai latte at COP 19,000 and a matcha latte at COP 23,000, with viennoiseries, brunch plates and bowls to eat.3 Café de la mañana, on Calle Estanco del Aguardiente, opens 08:00–16:00, closes on Tuesdays, takes cards and has vegan dishes.

Bozha Café, open daily from 08:00 to 23:00, is the one to pick when a working day runs into the evening. It sells baked goods and does takeaway.

Getsemaní and the evening shift

Libertario Coffee, open daily 08:00–17:00, is a roaster's café: it roasts every day, sells bags of coffee and runs tastings and brewing sessions.4 Baristas there make the two house blends, Paz and Libre, by French press, V60 or Chemex.8 Caffe Lunático, at Calle del Espíritu Santo #29-184, is a few blocks away.

El Barón, on the plaza at Carrera 4 #31-7, calls itself a cocktail bar, and its menus move from a daytime list, La Mañana, to an aperitivo hour.5 From Monday to Thursday it opens at 16:00 and closes at midnight; on Friday and Saturday it stays open until 01:00.

How fast the connections are

That December 2023 index measured the quality of connections, not raw speed.1 In December 2025, eight cities passed 218.73 Mbps, the record set a year earlier, led by Armenia at 247.6 Mbps and Bogotá at 246.8 Mbps; Cartagena was not among them.2

A café router shared by a full room will deliver less than any city median. Run a speed test on the first coffee before you settle in for a long call.

Heat, rain and power cuts

Cartagena's annual mean temperature is 28.0 °C, humidity runs around 80%, and the rains last from May to November, with October the wettest month at 236.5 mm.6 Plan a laptop day indoors, and start it early.

Afinia, the electricity company, schedules maintenance cuts and announces them in advance. On Sunday 22 February 2026, for example, 44 barrios lost power from 05:00 to 17:00, none of them in the historic center.7 Its notices go out through line 115, its website and the Afiniapp app.7
