Psar Toul Tom Poung sits between Monivong and Mao Tse Tung boulevards, about 10–15 minutes from central BKK.1 Foreigners call it the Russian Market, a name from the 1980s, when Soviet goods and products from Eastern Europe, labeled in Russian, Polish and German, filled its stalls.23

The market's address is Street 163 at the corner of Street 444, and it trades daily from 06:00 to 16:30.2 No part of Phnom Penh has more cafés than Toul Tom Poung. They spread out from the market along the numbered side streets, with Streets 155, 163, 432 and 454 the busiest, followed by Street 123.

Local tip: The market stalls close at 16:30, so buy your iced coffee at the stand in the middle before then and leave the cafés on Streets 155 and 454 for later in the day.2

Iced coffee inside the market

Start in the middle of the market. Ai Bounnareth has run a coffee and fresh-juice stand there since 1980, under a sign that promises the best iced coffee in Phnom Penh.45 It is the place for the classic version: black over ice, or with condensed milk.5

The fresh-food section shares the building, with butchers, fruit stalls and open-air kitchens selling snacks and drinks.2 Shade between the stalls is limited, and the aisles are least crowded early on weekend mornings or in the late afternoon.2
