Student cafés on Russian Federation Boulevard

The cafés along the boulevard run on a student timetable. RUPP Blend Cafe, on the university grounds, is open 24 hours; DoiLor Coffee RUPP and The Beans Cafe share No. 128 on the boulevard, and Nature Cafe sits inside the campus. E&M Cafe IFL and La Noix Coffee (IFL) take their names from the language institute.

Prices aimed at students are low. In 2024, a Phnom Penh coffee shop whose customers were mostly university students and nearby residents started its menu at 3,000 riel (about US$0.75), and another vendor said older customers ordered coffee while students chose milk coffee, green tea and bubble tea.3

Roasters and the villa streets

Street 337 also has Java Creative Cafe at No. 20A, The Shop Too at No. 38 and St.337 Coffee House. Java's cafés double as creative spaces for young Cambodian artists.4

Further north, Streets 592, 598 and 608 hold a run of smaller places: Café Bleu Nuit and Cafe Daisy on 592, Coffee All Time and Presto Coffee on 598, and Dope Café & Lounge, Cube Cafe and West coffee on 608.

Boeung Kak, the lake that was filled in

Until about 2010 the district's eastern side held Boeung Kak, at 90 hectares the largest urban lake in Phnom Penh, with the railway station on its southern shore.5 In 2007 the city leased 133 hectares to Shukaku Inc. for 99 years, and by 2010, 90 percent of the lake had been filled with sand.5

By one estimate about 3,500 families were evicted, and the lakeside guesthouses and cafés that once drew backpackers lost their trade by 2011.5 The first large project on the reclaimed land is One Park, where FX Cafe has a unit on Street R8.5

Hours and getting there

La Croisette on Street 566 serves from 06:00 to 20:30, and Racer coffee at No. 26 Street 608 runs 06:30–19:00. To get here from the center, PassApp books metered tuk-tuks through an app, which saves haggling, and Grab also operates in the city.6
