Lower Parel and Worli, with Parel, Lalbaug and Prabhadevi, were part of Girangaon, the "mill village": about 600 acres of central Mumbai that held 136 textile mills by 1900 and 300,000 mill workers at the 1980 peak.1 The Great Bombay Textile Strike, called by Datta Samant in 1982, lasted 18 months at many mills, and most closed afterward. About 240,000 mill workers lived in Girangaon when it was declared.1
Mill land turned into offices, malls and towers. The cafés are spread thinly between Senapati Bapat Marg, the old mill compounds and the sea at Worli, with a few on the Prabhadevi end of the district.
Local tip: For a coffee after dinner, Light House Cafe on Annie Besant Road serves until 01:30; from Dadar, Worli is two stops south on the Aqua Line.5

From cotton mills to Palladium
Phoenix Mills began in 1905 as a cotton mill founded by Ramnarain Ruia. A fire in 1977 destroyed its spinning units, and once the mill lost money the owners redeveloped its valuable land.2 Palladium Mall was completed there in 2007 with about 280,000 sq ft of leasable space.2 The Nutcracker has a café on its second floor, at 462 Senapati Bapat Marg.
Other mills went at auction. Five were sold in 2005 for ₹20.2 billion, and nine more, covering 90 acres, for about ₹40 billion in 2009.1
By 2007 only about 25,000 people still worked in the few mills that were left.1 At Phoenix, a 28-storey residential tower rose where the spinning units burned, finished in 1992, and the hotel built beside Palladium is now the St. Regis Mumbai.2
