Pereira was the first Colombian city to get free public Wi-Fi from the national government: on 20 September 2016 the ICT ministry switched on the country's first 100 free Wi-Fi zones there, built with the operator UNE and the Alcaldía de Pereira.1 Each access point covered about 7,800 m² and could take some 120 users at once, around the clock.1
A café connection is the steadier bet. Most cafés with Wi-Fi are in the Centro, on Calle 23 and Calle 24 by Lago Uribe Uribe, and together they cover the day from 04:00 to 23:00. inQ House, in Los Andes, keeps office hours, and Rumi Café & Bar in Consotá opens for the evening.
Local tip: For an early start, Raíces 2 on Calle 23 is open from 04:00 every day; for an evening, Cafe Bar Classic and Raíces 2 both stay open to 23:00.
Where these cafés are: Centro (3), Circunvalar & Pinares (2), Cuba & Avenida 30 de Agosto (1).

The 2016 zones were the first of a program meant to reach 1,000 public spaces in plazas and parks by 2018, and the 100 in Pereira were expected to serve 472,000 residents.2 The project cost more than COP 3,200 million, shared between the ministry and the city.1 UNE, the operator that built the network, belongs to Millicom.2 Coverage at a park bench is good for checking a map; for a video call, sit down indoors.
Raíces 2, at Calle 23 #7-23, opens every day at 04:00 and closes at 23:00. Half a block east, María Antonia Café at the corner of Carrera 6 sells coffee from its own farm in Belén de Umbría, grown at 1,700 m, along with brewing gear.3
Cafe Bar Classic, on Calle 24 a block north, runs Monday to Saturday from 09:00 to 23:00. Between these three, there is a connection on the same two streets from before dawn to late evening, six days a week.
inQ House, at Calle 4 #12B-16 in Los Andes, opens Monday to Saturday 09:00–19:00 and takes cards. It calls itself el hogar de las mentes inquietas, "the home of restless minds".4 On Sundays, when it is closed, Raíces 2 on Calle 23 is open as usual from 04:00 to 23:00.
The Lago Uribe sector, where Raíces 2, María Antonia Café and Cafe Bar Classic sit, is within walking distance of Megabús stations.6 Megabús is the city's bus rapid transit network; it opened in 2006 and carries more than 200,000 passengers a day.7 Banks, pharmacies and supermarkets are within a few blocks as well,6 which helps on a long working day.
Rumi Café & Bar, on Calle 70 at 38-327, opens at 16:30 and closes at 23:30, Wednesday to Monday, and is closed Tuesdays. It has outdoor seats as well as Wi-Fi, which suits an end-of-day session more than a morning one.
In table-service places, a suggested propina voluntaria (voluntary tip) can be up to 10% of the bill; since 5 November 2022 staff must ask whether you want it included before they bring the bill.5
