Mobile data is the weak point of a working day in Paraguay. Ookla figures reported in January 2026 put the country's average mobile speed at 22.69 Mbps, 109th in the world, against 89.95 Mbps on fixed lines, and the same report grouped Paraguay with Bolivia as having South America's poorest internet quality.3 On those numbers, a café's fixed connection usually beats a phone hotspot.
Fixed lines keep improving. In nPerf's 2026 barometer, Personal led fixed-line downloads at 148.39 Mbps, ahead of Claro at 114.21 Mbps and Tigo at 84.30 Mbps, and Claro topped uploads for the first time at 78.63 Mbps.2 Among the barrios, Villa Morra & Recoleta has the most Wi-Fi cafés, with Centro, Carmelitas & Mburucuyá and Las Mercedes next.
Local tip: For a full day on battery-hungry hardware, Bosko has outlets at every table, including the outdoor ones under the pergola.4

A café built around laptops
Remote workers are a growing pitch for the city. In an August 2025 column, Ricardo Peña argued that Asunción's coworking spaces, cafés and bars adapt to their rhythm, and pointed to Paraguay's territorial tax principle, under which income earned abroad is not taxed.6
Bosko Café & Coworking in Villa Morra & Recoleta opened in late November 2025 in a colonial-style house. Its founders, Miguel González and Johanna Bakounovitch, friends from Encarnación, wanted a workspace less formal than an office. Every table, inside and under the outdoor pergola, has power outlets, and there is a private meeting room plus a room for training sessions.4
"Es llegar, enchufar y producir" (arrive, plug in and get to work), as González put it. The kitchen covers brunch, salads, tarts and a mbejú waffle, made on the base of the starch-and-cheese flatbread, and later in the day tapas on chipa guazú or sopa paraguaya, two savory corn bakes.4 Bosko opens at 08:00, Monday to Saturday.
Downtown: Consulado and Plezier
Café Consulado set out to bring Buenos Aires-style specialty coffee to the center when it opened at the end of 2015, founded by Juan Cricco, Giselle Lefebvre and Matthias Otto.5 In 2020 its regulars included bankers, musicians, public employees, students, artists and a few diplomats, and its batch brew was sold "a la gorra", pay what you like, against a suggested ₲8,000 a cup.5 It also stages art shows every two months and chess tournaments.5
Plezier, also in Centro, keeps the longer hours of the two: 08:30–23:00 Monday to Thursday, until midnight on Friday and Saturday, and 12:00–23:00 on Sunday. Consulado opens at 09:00 on weekdays and 10:00 at weekends.
Wi-Fi cafés east of the center
El Café de Acá opens at 06:30 every day and stays open until 23:00. Artesanos Café, also in Villa Morra & Recoleta, opens weekdays 09:00–20:30 and weekends 08:30–21:00.
In Carmelitas & Mburucuyá, El Molinillo has a branch on Avenida Felipe Molas López, and Helados Doña Angela on Julio Correa opens daily 09:00–23:00. Closer to the center, in Las Mercedes, El Café del San Miguel is at Avenida España 1165.
Free Wi-Fi in plazas and parks
The government's free network is GobiernoPy WiFi Gratis. By January 2024 it had 389 access points nationwide, in plazas, parks, libraries and cultural centers; the first 110, installed in 2019, were all in Asunción and Gran Asunción. You connect or scan the QR code at a marked point, then log in with a Facebook or Google account or with Paraguay's electronic ID.1
Wherever you work, keep the laptop within reach. Canada's travel advice says pickpocketing and purse snatching occur frequently across Paraguay, and that crime rates are higher in Asunción.7
