Historic Albina, a Union Pacific company town annexed to Portland in 1891, covers today's Eliot, Boise, Humboldt, Overlook and Piedmont neighborhoods. Restrictive real estate practices confined Black Portlanders to the area, and by 1960 80% of the city's Black population lived in Albina; in the 1960s Interstate 5 cut through it, displacing many residents and businesses.1
By 1940, about half of Portland's Black community lived around North Williams Avenue, then the central hub of African American Portland.2 In the Boise neighborhood, the Black share of residents fell from 48% in 2000 to 26.6% in 2010 as the area was redeveloped.3 The southern end of N Mississippi Avenue is Boise's commercial core, and cafés now line it and North Williams.3
Local tip: Bernstein's Bagels on N Russell closes at 13:00 and Hypnos on N Williams at 16:00; Albina Press on N Albina runs on until 18:00.
