Summers in Portland are warm, dry and sunny. July and August average daily highs of about 82 °F (28 °C) at the airport and only about half an inch of rain each, while November, December and January each average more than 5 inches. Snow is light, about 4.3 inches a year, and usually falls between December and March.1

Some café tables sit in the street itself. Portland's Healthy Business permits, free at first, let businesses expand outdoors from 2020, and a permanent Outdoor Dining Program took over from January 1, 2024, with annual Sidewalk Café permits and seasonal or annual Street Seats permits for tables in parking spaces.2

Local tip: From November to January, choose a covered patio such as Smith Teamaker's on NW 23rd; in July and August, when rain averages about half an inch a month, the late tables in Woodstock and on Hawthorne are at their best.
