Terasu-seki (テラス席, terrace seating) in central Osaka often means a seat by the water. The Dōjima and Tosabori rivers wrap around Nakanoshima, the Dōtonbori River runs past Namba, and the city has spent years turning their banks back into places to sit.368
The month matters more than the street. Osaka's mean daily high is 19.9 °C in April, 24.9 °C in May and 23.7 °C in October, against 33.7 °C in August, on 1991–2020 normals.1 The Kinki rainy season usually runs from about June 6 to July 19; in 2026 it began around June 2 and ended around July 9.2
Local tip: For a riverside table, go in May or October and aim for the morning or early evening; in August the average afternoon high is 33.7 °C.1

Kitahama was a money district from the early Edo period, home to money changers and rice merchants, and the Tosabori bank was lined with restaurants that guests reached by small boat. Trams took over from river transport, offices replaced the waterside buildings, and the street gradually turned its back on the river.3
Local businesses answered with Kitahama Terrace, a row of kawayuka (川床, riverside decks). It became permanent in 2009, and by 2026 there were 18 decks: 17 run by shops and one viewing platform.4 The zone runs along the left bank from 320 m upstream of Naniwabashi to Yodoyabashi.3 Brooklyn Roasting Company's Kitahama café, its first street-level shop in Japan, has a wooden terrace over the water.5
The view from Kitahama is Nakanoshima Park, which opened in 1891 as Osaka city's first park, on the island between the Dōjima and Tosabori rivers. Its rose garden has about 310 varieties and 3,700 plants, at their best in mid-May and mid-October.6
North of the rivers, GARB MONAQUE has outdoor tables on the station plaza of Grand Front Osaka, about a minute's walk from JR Osaka Station, and opens at 07:30 every day.7 It stays open past midnight, so a terrace table here works on a warm night as well as at breakfast.
Tombori River Walk lines the Dōtonbori River with about 600 m of open promenade in two stretches, one from Ebisubashi to Nipponbashi and one at Minatomachi. More than 30 shops now have entrances facing the water, and sightseeing boats tie up along it.8
Just north, Shinsaibashi, Amerikamura & Horie ties with Nakazakichō for the most cafés with outdoor seating. Mill Pour serves brunch daily 09:00–18:00, 珈琲艇 CABIN has outdoor tables too, and LiLo Coffee Roasters is open until 23:00 every day.
In Nakazakichō, WHY KNOT is at 中崎西一丁目 6-3 and Salon de AmanTo天人 at 中崎西一丁目 7-26, open daily 12:00–22:00. Haiku Coffee Roasters, a specialty roaster, has outside seats as well.
Osaka Castle & Tanimachi has a couple. OSA Coffee Parks opens at 08:00 every day and stays open until 20:00 at weekends, and The Bottle Oven has outdoor tables. In Karahori, アサカラグッドストア serves brunch and vegan dishes from 07:00 at weekends. Further out, Yoko Coffee Osaka at 高殿 6-9 opens on weekdays only, 09:00–17:00.
By area: Nakazakichō Shinsaibashi, Amerikamura & Horie Umeda & Kita Jūsō Tennōji & Shinsekai Asahi & Senbayashi
