Maskavas forštate, the Moscow Suburb, was renamed the Latgale neighborhood (Latgales apkaime) in 2024; Rigans long called it Maskačka, after the old road to Moscow.1 It was first mentioned in 1348 as Lastādija, parts of its medieval street pattern survive, and it had 23,256 residents in 2024.1

The district starts at the Central Market, just south of the Old Town, and runs south-east along Latgales iela, its main thoroughfare and a tram route.1 Cafés are spread thin: a group near the market and the universities, and another far out on Latgales iela, in the 170s to 250s.

Local tip: On weekends Firss, on Firsa Sadovņikova iela, opens at 09:00, earlier than any other café in the district; Dārziņu virtuļu namiņš on Latgales iela follows at 09:30.
